NCHC Legislative Updates


HB153 (=SB121) Special Plate for the Horse Council filed February 12th was assigned to the House Finance Committee on March 18th. Although action was anticipated in June, major concerns have now arisen. There seems to be a reluctance to go forward with this legislation as DMV and law enforcement are increasingly voicing concerns. Our NCHC lobbyist will continue to meet with the House leadership, bill sponsor and others in an effort to move this legislation.

HB756 Equine Industry Commission / SB785 Equine Industry Commission - Advocates for this legislation continue to meet resistance in view of monumental budget shortfalls.

HB780 Building Code/Exempt Equestrian Arenas filed March 25th and ratified on June 25th. A great victory! Many thanks to those who wrote letters and called members of the House and Senate.

HB1587 Study Impact of Property Tax Exemptions filed May 5th and assigned to the House Finance Committee on May 6th. This legislation still remains in the House Finance Committee. We continue to monitor the bill along with other stakeholders including the NC Department of Agriculture. No further action anticipated this Session.

SB7 Allow Hunting on Sunday filed January 28th and referred to the Senate Judiciary II Committee on January 29th was held in Committee and is not eligible for further consideration as it did not meet the Crossover Deadline of May 14th. This bill is considered "dead" and will be given no further consideration this Session.
